It may not be your traditional office building, but Al Swearengen's Gem functions as Deadwood's de facto seat of government, serving as the camp's unofficial boardroom, courtroom, and commercial center for shady business transactions. And more governance issues from Al's upstairs office than from the territorial legislature. Not much paperwork goes on, though, since the critical issues are generally discussed over a whiskey bottle, conflict resolved with a knife, and old business filed away in Mister Wu's pigpen.
